Memorandum

The attached resolution authorizes the purchase of one new Elgin Pelican Street Sweeper for $283,146.60 through the State of Michigan MIDeal cooperative purchasing program (contract #071B7700091) for use by the Public Services Area, Public Works Unit, Streets operations.

 

The Public Works Unit currently operates a fleet of four mechanical street sweepers (Pelican/Broom Badger series) and one vacuum street sweeper. The four mechanical sweepers are used to pick up the larger items and most small debris. The vacuum sweeper is used as a second or “finishing” sweeper to pick up the small debris that the mechanical sweepers cannot pick up.

 

All of the City’s street sweepers are Elgins and many parts are interchangeable, which allows a substantial reduction in parts inventory. This also allows for more familiarity from vehicle operators as the controls and functionality are similar.

 

The proposed Pelican street sweeper will replace a 2012 Elgin Pelican Street Sweeper (#4740) with over 10,111 hours of use. The proposed sweeper is powered with a tier 4 diesel engine, the cleanest diesel engine class currently available.

 

There are a few manufacturers that are coming out with full size electric street sweepers, including a PHEV Elgin Pelican Hybrid. Production of the PHEV Pelican continues to be delayed because of operational problems. Global Environmental has developed an all-electric sweeper which the City was able to see in a brief on site demo.  This product also appears to be dealing with operational issues and there is no confidence that it will meet our operational needs. The replacement of sweeper #4740 has already been delayed allowing for the EV sweeper market to develop but that has not occurred in a reasonable time frame. The rental of a street sweeper over a long term is not cost effective. The City will be replacing another street sweeper in less than two years and expects the electric sweeper market to be more established with reliable equipment that the City can procure.

 

Bell Equipment Company was awarded contract #071B7700091 through the State of Michigan MiDeal cooperative purchasing program for construction equipment.

 

Bell Equipment Company complies with the requirements of the City’s conflict of interest and non-discrimination ordinances.

 

Budget/Fiscal ImpactAdequate funding for the purchase of this equipment is available in the FY23 Fleet Services Fund Operations and Maintenance budget.

 

This new street sweeper will be placed on a 10-year replacement schedule which is consistent with our other full size street sweepers. Public Works will have an annual replacement cost of approximately $34,247.00 for this sweeper.

 

Green Fleet Policy:  The Green Fleet Committee approved the need for the replacement of this equipment, that the proposed replacement is consistent with the Green Fleet Policy and recommended the approval of this resolution. The Sustainability and Innovations Manager has concurred with the actions of the Committee.

Whereas, Competitive bids were received by the State of Michigan MiDeal cooperative purchasing program and Bell Equipment Company, Lake Orion Michigan, was awarded contract #071B7700091 for Construction Equipment;

 

Whereas, Bell Equipment Company complies with the requirements of the City’s Conflict of Interest and Non-Discrimination Ordinances; and

Whereas, Adequate funds for the purchase of this new street sweeper are available in the approved FY2023 Fleet Services Fund Operations and Maintenance budget;

 

RESOLVED, That City Council approve the issuance of a purchase order to Bell Equipment Company for the new Elgin Pelican Street Sweeper in the amount of $283,146.60;

 

RESOLVED, That funds for the purchase of this equipment comes from the FY2023 Fleet Services Fund Operations and Maintenance budget with funds to be available without regard to fiscal year;

 

RESOLVED, That the equipment being replaced (no. 4740) be sold at the next City vehicle auction after the equipment is removed from service; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
