Resolution Authorizing a Contract with Big Truck Rental, LLC for the Rental of Eight Rear Load Refuse Trucks ($138,000.00)

Please find attached for your consideration a resolution that authorizes a contract with Big Truck Rental, LLC for the rental of eight rear load refuse trucks to supplement the City’s fleet for fall yard waste collection.
In the fall, the volume of yard waste drastically increases as a result of fallen leaves. The City’s existing side load trucks have smaller “hoppers” designed for the one to two containers per stop experienced during normal yard waste collection periods.
The hopper is the area of the truck where the containers/bag are dump before being packed into the truck. The smaller the hopper the sooner the operator has to “pack” the truck. When the truck is packing, yard waste cannot be dumped into it until the compaction cycle is completed.
The rear load trucks we are renting have much larger hoppers and require the operator to “pack” the truck less frequently. These trucks are better suited for processing the multiple bags and containers per stop we experience in the fall months. In addition to using trucks with the larger hoppers for efficiency, the increased volume of fall yard waste requires this increase in the number of trucks sent out each day, in order to stay on schedule with weekly service at each residence.
The Fleet and Facilities Unit of the Public Services Area solicited bids for the truck rentals. Four requests were sent out but only one vendor was able to supply all eight trucks during the period we need them.

Funds were budgeted and are available in the FY12 operations & maintenance budget of the Solid Waste Enterprise Fund.
Included in this resolution is a contingency of $26,000.00 for two additional week of rental based on a weekly rental rate of $1,625.00 per truck.
