Memorandum
The attached resolution will authorize a contract with Pranam Global Tech, Inc. to construct a shade structure at Veterans Memorial Park Pool that will support a future photovoltaic (solar electric) installation. This project is part of the City’s matching fund requirement for the Solar America Cities grant from the U.S. Department of Energy.

When completed, this project will be a highly visible demonstration of photovoltaic technology. Electricity from the installation will help to power Veterans Memorial Park Pool and Ice Rink, complementing the existing solar pool heating system. The shade structure will also provide a valuable amenity to pool visitors (similar to the existing shade structure at Fuller Pool).

The City is purchasing the photovoltaic collectors for this project separately because the manufacturer, Uni-Solar, has agreed to sell solar collectors at a greatly reduced cost only to the City of Ann Arbor based on our Solar America Cities Partnership and will not offer the same price to contractors. Installation of the photovoltaic collectors will be bid and contracted for separately as soon as the shade structure is completed.

Proposals for construction of the shade structure were solicited by the City’s Parks and Recreation Services Unit under ITB-4166, two bids were received and Pranam Global Tech, Inc. was selected as the lowest responsible bid.

Funding for the project is available in the approved FY12 Energy Fund Operations and Maintenance budget ($33,010.00) and Community Service’s approved Capital Park Maintenance and Capital Improvement Millage Budget ($10,000.00).

Construction is expected to start shortly after the contract is approved, and care will be taken to minimize impacts to pool users.
