Memorandum
Attached for your review and approval is a resolution to award a construction contract to Audia Concrete Construction, Inc. in the amount of $121,139.05 for the Burns Park Permeable Alley Project.

The Burns Park Permeable Alley Project consists of the reconstruction of an approximately 12-foot wide 500-foot long residential alleyway running between Wells Street and Scott Court in the Burns Park neighborhood. The project will include the replacement of the existing deteriorated concrete pavement with a permeable concrete pavement section. The permeable pavement will allow some rainwater to pass through the pavement, be temporarily stored in a stone reservoir beneath the pavement, and gradually infiltrated back into the ground.

A Public Meeting was held on January 19, 2011 to present the project to the local residents and the property owners to receive feedback. City staff gave a brief presentation about the project, and answered questions from the residents. The discussion focused mainly on the extent of the construction work to be done, its effect on the residents, and the project schedule.

Plans and specifications were distributed electronically to contractors, subcontractors, and suppliers. Two bids were received and opened on May 27, 2011. The bid, in the amount of $121,139.05 is approximately $4,818.00 lower than the engineer's estimate of $125,957.00. A summary of the bids is attached.

The project budget is estimated to be $200,000.00 and is being funded by the Approved Storm Water Capital Budget. That in turn will be repaid as a loan to the State Revolving Fund (SRF) and will include 50% loan forgiveness.
