Title
Resolution to Approve a General Services Agreement with Premier Power Maintenance Corporation (Premier Power) for Electrical Preventive Maintenance at the Wastewater Treatment Plant, RFP No. 23-33 ($111,778.40)
Memorandum
Your approval is requested for a General Services Agreement with Premier Power in the amount of $111,778.40 to provide electrical preventive maintenance activities on high voltage transformers, switchgears, and motor control cabinets at the City's Wastewater Treatment Plant (WWTP).
The WWTP has ten electrical switchgears, 26 motor control cabinets, and 20 transformers to be tested, exercised, cleaned, and inspected by a National Electrical Testing Association certified technician. The purpose of this preventive maintenance is to ensure the proper operation of high voltage electrical equipment and discover any potential problems before they result in more significant damage. If partially treated water is discharged into the Huron River due to electrical equipment failure, it would result in a violation of the WWTP's discharge permit and could expose the City to potential fines of up to $25,000.00 per day per violation from the Michigan Department of Environment, Great Lakes and Energy.
RFP No. 23-33 was advertised by the City's Purchasing Department, and four proposals were received in response and publicly opened on June 29, 2023. WWTP staff reviewed the proposals and evaluated them on the following criteria: Professional Qualifications - 35 points; Past Involvement with Similar Projects - 40 points; and Fee Proposal - 25 Points.
After reviewing and scoring the proposals, staff selected Premier Power Maintenance Corporation as having submitted the most respo...
