Memorandum
Your approval is requested for a General Services Agreement with Utilities Instrumentation Services, Inc. (UIS), in the not-to-exceed amount of $100,000.00, (estimated $24,000.00 annually) through FY25 with an optional two-year extension estimated at $26,000.00 annually through FY27 for on-call electrical and instrumentation support services at the City's Wastewater Treatment Plant (WWTP). and six sewage lift stations.

In May 2023, the City issued RFP #23-32 for on-call electrical and instrumentation services for the WWTP for FY24 and FY25, with an optional extension for FY26 and FY27. The scope of work involves transformer testing, infrared testing of switchgears, testing of medium voltage breakers at City substations and generators, programming and calibration of instrumentation, Supervisory Control and Data Acquisition (SCADA) support and troubleshooting, and Programmable Logic Controller (PLC) programming. This contract will be task-based and reflect the fees as identified in the proposal.

On June 13, 2023, the City received one proposal from UIS for these services. WWTP staff reviewed the proposals and determined that UIS was qualified to perform this work, based on the qualified staff and competitive pricing.

UIS complies with the requirements of the City's Non-Discrimination and Living Wage ordinance.

Budget/Fiscal Impact: These services are included in the approved FY24 WWTP Operation and Maintenance Budget for the Sewage Disposal System. Funds to finance the work to be performed under this contract during future fiscal years will be included in the requested WWTP Operation and Maintenance Budget for the Sewage Disposal System for those fiscal years, if so approved by City Council.
