Your approval is requested for Amendment No. 1 to the Professional Services Agreement with Black & Veatch Ltd. of Michigan (B&V) in the amount of $97,358.00 for professional engineering services to design the Ultraviolet (UV) Disinfection System Replacement Project for the City's Wastewater Treatment Plant (WWTP).

The City of Ann Arbor WWTP currently uses a Trojan UV4000 disinfection system to disinfect the WWTP's final effluent. The current system has been in service since December 2000 and production of certain parts and maintenance items are being phased out by the manufacturer. In addition, the system has reached the end of its useful life and must be replaced.

On August 4, 2022, Council approved a Professional Services Agreement with B&V to perform the work described in RFP No. 22-22, which included an evaluation of the existing operations, collect additional data and information, propose alternative UV disinfection systems and prepare contract documents for a replacement UV disinfection system based on the selected alternative.

During the preliminary design and UV disinfection equipment selection, it became apparent that we should construct an enclosure for the new UV disinfection system, which was not included in the original design scope. The existing system is located below a metal canopy and is essentially exposed to the weather. Routine maintenance such as changing a bulb or replacing a ballast must be done despite the inclement weather.
