Memorandum

Attached for your review and approval is Change Order 3 to the construction contract with Gerace Construction Company, Inc. for the 2022 Bandemer Park Bridge Repairs and Renovations Project (RFP 22-18).

 

The work included in Change Order 3 consists of drilling weep holes in the truss diagonal members of both bridges and installing a cover plate on the bottom flange of a pedestrian bridge floor beam. Additionally, after removal of the false decking that was preventing debris from falling into the river or onto passersby, several areas of deterioration that had not been noted previously were identified.  This included an additional lateral bracing member that required repair, five lateral bracing members near the abutment that required replacement, two vertical truss members that required repair and 19 locations in the floor beams that required web repairs.

 

The original fabrication drawings show weep holes were intended per the plans, but they were not included when the structure was built. DLZ discussed the lack of weep holes with Contech, the truss fabricator, and their recommendation was to drill weep holes during the current construction project. Weep holes allow any moisture that gets inside the tube members to drain and prevents damage from occurring if water is trapped inside the tubes and freezes.

 

Additionally, steel section loss had developed to the point of creating holes on the bottom of one of the pedestrian bridge floor beams, and this was not identified until the beam was being cleaned prior to painting. The floor beam was last inspected in 2018 and it did not have any holes or notable section loss at that time.

 

Six lateral bracing members had deteriorated to the point that five of the members could not be economically repaired and were replaced.  A sixth member was able to be repaired. These members are above the river and were not accessible during the 2018 inspection.

 

Two vertical truss member had cracks extending along the length of the members (splitting). At the time of the 2018 inspection, neither member had evidence of a crack or splitting.

 

After the false decking was removed, the remaining floor beams were able to be inspected. The floor beams were sounded with hammers to remove rust and scale from the beams, and once this was performed, holes were found in the webs of the floor beams and 19 web repairs were required.

The total cost for the additional repairs is $86,035 which exceeds the remaining available contingency of $35,051.05.

 

The first contract Change Order for this project was approved administratively for $40,784 and the second Change Order for $84,208 was approved by City Council on 10/17/22 by resolution R-22-346.

 

The Park Advisory Commission recommended approval of this change order at their January 17, 2023 meeting.

 

Budget/Fiscal Impact:  Funding is available in the approved FY23 Park Maintenance and Capital Improvement Millage Fund. It is being requested that the remaining $35,051.00 in the project contingency be approved for Change Order 3, as well as an additional $50,984.00 from the Park Maintenance and Capital Improvement Millage for a total approved Change Order 3 cost of $86,035.00.  The total amount of the contract with this change order will be $716,594.00.

Whereas, After removal of the false decking, several areas of deterioration that had not been noted previously were identified;

 

Whereas, This work was not observed in prior bridge inspections;

 

Whereas, The original fabrication drawings show weep holes were intended per the plans, but they were not included when the structure was built;

 

Whereas, It is recommended to drill weep holes to allow moisture to drain and prevent future damage;

 

Whereas, These repairs are necessary to maintain the structural integrity and continued use of the bridges;

 

Whereas, There is funding available in the fund balance of the Park Maintenance and Capital Improvements Millage Fund to cover this amendment;

 

Whereas, The remaining approved contingency amount of $35,051 is insufficient to cover the additional work in Change Order No. 3; and

 

Whereas, The Park Advisory Commission recommended approval of this change order at their January 17, 2023 meeting;

 

RESOLVED, That City Council approve Change Order No. 3 to the Construction Contract with Gerace Construction Company, Inc. in the amount of $86,035 for a total contract amount of $716,594.00 for additional work on the 2022 Bandemer Park Bridge Repairs and Renovations Project (RFP 22-18);

 

RESOLVED, That City Council appropriate $59,984 from the Park Maintenance and Capital Improvements Millage fund balance to the FY23 Park Maintenance and Capital Improvements Millage for the purpose of the Change Order No. 3 repairs outlined in this resolution;

 

RESOLVED, That all amounts authorized herein are without regard to fiscal year; and

 

RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this resolution including any changes or amendments that do not exceed the contingency amount.
