Attached for your review and approval is a resolution to approve a construction contract between the City of Ann Arbor and Doan Construction Co. in the amount of $1,479,493.00 for the Sanitary Manhole Raising Project (RFP 22-74).

The purpose of this project is to locate, expose and raise approximately 190 sanitary manholes to grade, both under and outside of the road pavement, to allow access to inspect and maintain the sanitary sewer system.

As a result of previous sanitary sewer overflows, the City entered into an Administrative Consent Order (ACO) with The Michigan Department of Environment, Great Lakes, and Energy (EGLE). A part of the ACO, the City is required to perform an evaluation of the portion of the sewage collection system that the City had not evaluated in the last six years (Evaluation Plan). The Evaluation Plan includes the identification of sewage collection system impairments that have caused or are likely to cause blockages, breaks or overflows of sewage. To complete our investigation and appropriately assess the condition of the sanitary sewer manholes and ensure compliance with the ACO, the City needs to raise manholes that are not currently accessible.

In response to RFP 22-74, two (2) proposals were received on November 15, 2022. A selection committee comprised of Public Works staff reviewed the proposals and determined which proposal was the best value based on the criteria provided in ORD-21-41, adopted by Council on January 3, 2022:

After reviewing and scoring the proposals, staff ranked the responding firms in the following order:

2. E.T. MacKenzie Company
