Attached for your review and consideration, please find a resolution to approve an amendment to the contract between the City of Ann Arbor and the Michigan Department of Transportation (MDOT) for the construction phase of the Scio Church Road (Maple to Seventh) Improvement Project. City Council approved the original City-State contract for the Scio Church Road Resurfacing Project on August 15, 2022 (R-22-265).

The project was bid through the Local Agency Program at MDOT in September 2022. Due to high bids, likely resulting from a combination of factors such as a two-season construction project duration, supply chain issues, and inflationary pressures, staff chose to rebid the project, believing that efficiencies can be realized in rebidding the project to make it a one-season construction project in 2023. The rebidding allows contractors to have more time to schedule and plan the work, eliminate the need for temporary pavement and remobilization effort associated with a two-season project, and more time for the contractor to react to supply chain issues.

As part of the rebidding process for the Scio Church Improvement Project MDOT requires an amendment to the Council-approved City-State contract. This amendment addresses the revised project's cost participation given the City's updated construction cost estimate.

Construction is expected to begin in spring of 2023 and be completed in the summer of 2023.

Budget/Fiscal Impact The estimated total cost of the project is $3,576,100.00. In total, the City will be receiving approximately $1,112,450.00 in Federal funds for this project. The federal funding will be used to fund participating construction expenses. The City will be funding the remainin...
