Resolution to Approve Change Order 2 with Gerace Construction Company, Inc. for the 2022 Bandemer Park Bridge Repairs and Renovations Project (RFP 22-18, $84,208.00 Increase) (8 Votes Required)

Memorandum

Attached for your review and approval is Change Order 2 to the construction contract with Gerace Construction Company, Inc. for the 2022 Bandemer Park Bridge Repairs and Renovations Project (RFP 22-18). This Change Order involves additional steel repairs that are needed on the bridges which were not accessible and visible up close until the bridge decking was removed and the contractor installed false decking below, where the full scope of deterioration could be observed on the structure. 

 

The additional repairs included in Change Order No. 2 include:

                     replacing the debris guards on the vehicle bridge ($17,020.00)

                     repairing the truss vertical members at four locations on the vehicle bridge ($6,612.00)

                     installing spacer plates at the remaining truss vertical members on the vehicle bridge ($9,774.00)

                     repairing the webs of the floor beams at eleven locations on the vehicle bridge ($18,183.00)

                     repairing a crack in truss diagonal member on the vehicle bridge ($1,653.00)

                     and replacing one section of lateral bracing on the pedestrian bridge ($5,356.00)

 

There is also an additional cost for the estimated 10-day duration to complete the repairs. This cost includes the additional crane, fork truck, general site conditions costs, etc. associated with this change order. The pricing is $2,561.00 per day for a total of $25,610.00.

 

The total estimated cost for the repairs and additional time to complete the repairs are $84,208 which exceed the approved contingency of $75,835.

 

The first Contract Change Order for these repairs was approved administratively for $26,512.00 and fell below the contingency amount.

 

Budget/Fiscal Impact:  Funding is available in the fund balance of the Park Maintenance and Capital Improvement Millage Fund. It is being requested that $84,208 be appropriated from the fund balance of the Park Maintenance and Capital Improvement Millage Fund to cover the additional cost of the repairs.  The total amount of the contract with this change order will be $607,509.00.

Whereas, Additional steel deterioration was observed on the Bandemer Park bridges once construction began;

 

Whereas, This work was not observed in prior inspections because it could not be seen until the decking was removed and false decking was installed below, and therefore was not included in the scope of the original construction contract;

 

Whereas, These repairs are necessary to maintain the structural integrity and continued use of the bridges;

 

Whereas, These additional repairs will add an additional 10 days of work for the project, with associated costs;

 

Whereas, There is funding available in the fund balance of the Park Maintenance and Capital Improvements Millage Fund to cover this amendment; and

 

Whereas, The existing approved contingency amount of $75,835.00 is insufficient to cover the additional work in Change Order No. 2;

 

RESOLVED, That City Council approve Change Order No. 2 to the construction contract with Gerace Construction Company, Inc. in the amount of $84,208.00 for a total contract amount of $607,509.00 for additional work on the 2022 Bandemer Park Bridge Repairs and Renovations Project (RFP 22-18);

 

RESOLVED, That City Council appropriate $84,208 from the Park Maintenance and Capital Improvements Millage fund balance to the FY23 Park Maintenance and Capital Improvements Millage for the purpose of the Change Order No. 2 repairs outlined in this resolution;

 

RESOLVED, That all amounts authorized herein are without regard to fiscal year; and

 

RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this resolution including any changes or amendments that do not exceed the contingency amount.
