Memorandum
On June 6, 2022 the City Council approved resolution R-22-188 granting a contract to Public Sector Consultants (PSC) to carry out public engagement activities related to the unarmed crisis response program. Work has been progressing on the program since the summer. Ahead of conducting small group discussions, PSC and the City realized that we did not program funds into the contract to compensate participants in these panels. This is a recommended practice when engaging individuals from low- and moderate-income households (or unhoused individuals) as the time they dedicate to participate may come at the expense of work time, or with the additional expense of child, adult care, or other burdens. This type of recruitment is therefore essential for an inclusive process. PSC would provide $25 gift cards to participants, totaling $5,000. In addition, there may be further incidental expenditures related to hosting these discussions or planned town halls, and so we are asking for an additional $5,000 contingency from Council. Together, these dollar amounts would roughly total a 10% contingency on the entire contract, a standard contingency sum.
Budget/Fiscal Impact: Funds for this contract are included in the Approved Major Grants Fund (00MG) budget as part of the approved American Rescue Plan allocation (#R-22-096).
