Memorandum
This memorandum and resolution requests approval of a Professional Services Agreement for the Barton and Superior Hydroelectric Dams FERC Ninth Part 12D Inspections and Other Related Engineering Services with Geosyntec Consultants of Michigan, Inc., in an amount not to exceed $ 100,000.00, and to Appropriate $75,000.00 from the General Fund Balance.

The Barton and Superior Dams are the two Hydroelectric Generating Dams operated by the City and regulated by the Federal Energy Regulatory Commission (FERC). FERC requires the City to utilize a FERC-approved Independent Dam Consultant to complete Part 12D Inspections and Report every five years, in accordance with FERC (18 CFR Part 12, Subpart D) requirements. The last Part 12 Inspection and Safety Report was completed in 2018.

In July 2022, the City of Ann Arbor (City) issued a request for proposals for professional engineering services for the Barton and Superior Hydroelectric Dams as required by FERC. Proposals were received from two firms, Barr Engineering Co. and Geosyntec Consultants of Michigan, Inc The scope of this project includes inspections for both Barton and Superior Dams, as required under the Code of Federal Regulations (CFR) Title 18, Part 12, subpart D (Part 12D). FERC's Engineering Guidelines (Chapter 16) for the Part 12D inspections were updated in 2022. The FERC Ninth Part 12D inspections will be Periodic Inspections as per FERC's updated Engineering Guidelines.
