Resolution to Approve Street Closings for the Great Lakes Medinah Shriners Convention Parade on Saturday, October 1, 2022 from 11:00 AM until 3:00 PM

Memorandum

Attached for your consideration is a resolution to approve the closing of certain streets for the Great Lakes Shrine Association Parade on Saturday, October 1, 2022 from 11:00 AM until 3:00 PM.  The actual parade will take place from Noon until 1:00 PM, with the additional time to be used for setup and breakdown.  The streets will open as soon as safely possible. 

 

This is a first-time event for the Shriners, who will be in town for the Great Lakes Shrine Association’s 73rd Annual Fall Business Session from Thursday, September 29th through Sunday, October 2nd.  With it being a first-time special event, and one to be held on a Saturday, a meeting was held with impacted stakeholders, including Destination Ann Arbor, to ensure the feasibility and acceptance of this event.  The organizers will be working with the Main Street Area Association to share the space on Main Street affected by the restaurant/retail street closures.

 

The following street closures are requested:

 

                     Fletcher Street from North University to Washington

                     Washington from Fletcher to Main Street

                     Main Street from Washington to William

 

Organizers will make accommodations for those in the parking structures along the route to exit safely.  The Sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City regulations governing the use of the streets and will reimburse the city for all event expenses.

 

Notification of the street closings will be provided through the City’s website, GovDelivery, Destination Ann Arbor and the Shriners websites. 

 

This event has been coordinated with all relevant City service areas for the purposes of traffic control and for the protection of the health and safety of the participants and the general public.

Whereas, The City has received a request to approve the closing of the following streets for the Great Lakes Medinah Shriners Convention Parade on Saturday, October 1, 2022 from 11:00 AM until 3:00 PM;

 

Whereas, The actual parade will take place from Noon until 1:00;

 

Whereas, The following streets are requested for closure:

 

                     Fletcher Street from North University to Washington

                     Washington from Fletcher to Main Street

                     Main Street from Washington to William

 

Whereas, The street closures will be signed, barricaded and properly supervised;

 

Whereas, The Sponsor agrees to allow safe egress from parking lots/structures along the route;

 

Whereas, The Sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, and to comply with all City regulations governing the use of the streets;

 

Whereas, The Sponsor has agreed to pay the cost of City services associated with the staging of this event;

 

Whereas, Notification of the street closings will be provided through the City’s website, GovDelivery, Destination Ann Arbor and the Shriners websites.; and

 

Whereas, All streets will be reopened as soon as safely possible

 

RESOLVED, That City Council approve the closing of the following streets on Saturday, October 1, 2022 from 11:00 AM until 3:00 PM with the streets opening as soon as safely possible:

 

                     Fletcher Street from North University to Washington

                     Washington from Fletcher to Main Street

                     Main Street from Washington to William
