Attached for your review and consideration is a resolution to approve a Professional Services Agreement with Wade Trim Associates, Inc. for $449,034.00 for the engineering design of the State and Hill Streets Improvements Project.

The State and Hill Streets Improvements Project, is a composite of several identified Capital Improvements Plan (CIP) projects including:
State Street
* Water main consolidation; S. University to Hill and Dewey to Granger
* Resurfacing; S. University to Packard and Hoover to Granger
* Separated two-way bike facility
* Crosswalk and lighting improvements, S. University to Granger
Hill Street
* Water main replacement; Fifth Ave. to State Street
* Resurfacing; Fifth Ave. to Church Street
* Safety improvements; Fifth Ave. to Forest Avenue

On September 24, 2021, a request for proposal (RFP No. 21-27) was issued, which included the engineering services to design, permit, and bid construction documents through the Michigan Department of Transportation's (MDOT) Local Agency Program for the State and Hill Streets Improvements Project. Proposals were received from five consultants on October 21, 2021. A team of staff members reviewed the proposals and selected Wade Trim based on their professional qualifications, past involvement with similar projects, proposed work plan, and fee quotations.

In addition to the engineering design, the State and Hill Streets Improvements Project has numerous key components for which the consultant will also be responsible, including public engagement, coordination with stakeholders, and navigating the MDOT review and bid letting processes.
