Memorandum
This memorandum and resolution request approval to purchase two Fingerprint Booking Systems called the IDEMIA LiveScan Systems (the "Systems"). These Systems will replace the two aging fingerprint booking systems currently used by the Police Department, which are running on desktop computers that will no longer be supported by Microsoft. Oakland County Courts and Law Enforcement Management Information System ("CLEMIS") has requested that all agencies using the older systems replace them with the updated Systems, equipped with the accepted State of Michigan-Oakland County/CLEMIS software and workflows, by December 31, 2021.

CLEMIS competitively bid the equipment and IDEMIA Identity & Security USA LLC was the lowest bidder.

Budget/Fiscal Impact: Sufficient funds for this purchase are available within the appropriate approved FY22 Police Department budget.

Whereas, The City uses fingerprint booking systems for arrest in-take and background checks;

Whereas, CLEMIS has requested that all agencies using the current fingerprint booking systems replace them with updated systems equipped with the accepted State of Michigan-Oakland County/CLEMIS software and workflows;

Whereas, CLEMIS solicited competitive bids and IDEMIA Identity & Security USA LLC ("IDEMIA") submitted the lowest bid;

Whereas, IDEMIA complies with the requirements of the City's Conflict of Interest and Non-Discrimination ordinances;

Whereas, Sufficient funds have been budgeted in the approved operations budget of the FY22 Police Department budget for the proposed expenditure;
