Memorandum
The attached resolution ratifies the emergency purchase order authorization for Belfor Property Restoration to perform the emergency cleanup of basements damaged by recent sanitary sewer backups. As provided in City Code Chapter 14, 1:316, the Public Services Area received authorization of an emergency purchase order to Belfor Property Restoration Services in the amount of $21,265.11 for a total purchase authorization of $33,818.26.

Council Resolution 15-1515 authorized a services purchase order with Belfor Property Restoration for cleaning and sanitation services of private properties as a result of sanitary sewer backups caused by blockages in the City's sewer system. In 2019 Public Works elected to forego the final contract renewal year option and rebid the contract. The City issued ITB No. 4610 for Cleaning and Sanitation Services and RACM, LLC, DBA Servpro of Saginaw was the lone qualified bidder. A resolution was brought to Council and subsequently approved on March 2, 2020 (R-20-071). However, the insurance for RACM, LLC, DBA Servpro of Saginaw was noncompliant at the time these basement backups occurred, so Belfor Property Restoration performed the needed emergency cleaning and sanitation services.

Budget/Fiscal Impact: Funds for this purchase are available in the approved FY20 Sewage Disposal System Operations and Maintenance budget.

Belfor Property Restoration complies with the City's non-discrimination and living wage ordinances.
