Memorandum
This memorandum and resolution request approval of an amendment to a progressive design-build agreement with J. Ranck Electric, Inc. to provide professional engineering services for the Water Treatment Plant Supervisory Control and Data Acquisition (SCADA) System Modernization Project (UT-WS-16-19) for a total of $4,126,502.79.

The SCADA System Modernization Project will replace over 20-year old legacy Programmable Logic Controllers (PLC's) and SCADA computer systems with new, modern components capable of additional functionality and integration with other plant software packages and equipment. The PLC's and associated equipment were installed in 1997 and production of all critical components has been discontinued by the manufacturer and are no longer supported. This project will improve the overall reliability of plant control functions, add more data logging and aggregation, integrate the SCADA system with other plant software applications, and comply with industry standard security protocols.

In September 2018, the City issued a request for proposal for the Design-Builder role in the Water Treatment Plant SCADA System Modernization Project. This project is a Progressive Design-Build Project that utilizes a Design-Builder to provide design services at a fixed price for Phase I of the project. At the completion of Phase I, the Design-Builder submits a not-to-exceed contract price to complete the balance of design and construction. This firm price is provided with open book pricing for consideration by the city.

The not-to-exceed contract price negotiated with the city at the conclusion of Phase 1, is $4,126,502.79.
