Resolution to Direct the City Administrator to Study Potential Regulation of Short-term Rentals

Whereas, The City of Ann Arbor attracts a large number of visitors who would like to enjoy many of our cultural, sporting, and University events;
Whereas, Our City is full of many quiet residential neighborhoods near to these cultural, sporting, and University events;
Whereas, The City's appeal to visitors creates an opportunity for whole homes and whole apartments to be made available via short-term rental websites like AirBnB;
Whereas, The market for short-term rentals has the potential to displace housing that would otherwise be available for year-round rental;
Whereas, The presence of many short-term rentals in both single-family neighborhoods and multi-unit housing has a potential negative impact on our communities of year-round residents.
RESOLVED, That our City Administrator work with our City Attorney prepare a report on the feasibility of regulating short-term rentals in the City of Ann Arbor, to be presented to City Council by July 31, 2019; and
RESOLVED, That this report consider what other peer cities have successfully implemented, particularly any policies that would distinguish different categories of short-term rentals, such as:
1. Short term rentals of space within an owner/renter-occupied home or unit; and
2. Short term rentals of whole homes or units, not owner/renter occupied.
