Attached for your review and consideration, please find a resolution to approve a cost-sharing contract between the City of Ann Arbor (City) and the Michigan Department of Transportation (MDOT) to facilitate federal funding for capital preventative maintenance and pavement marking improvements on Seventh Street between Scio Church Road and Miller Avenue. Among other things, the proposed contract allocates shared costs of the construction, and describes each party's rights and responsibilities.

As background, this contract will facilitate the City's Capital Improvements Plan, and, in particular, Project TR-AT-19-01, which includes the aforementioned improvements. The preventative-maintenance project work involves the segment between Scio Church Road and West Stadium Boulevard and includes intermittent concrete-curb and gutter removal and replacement, minor drainage construction, removal of the top portion of the existing pavement, placing new hot-mix asphalt, and restoration of disturbed areas. Additional work includes new sidewalk to fill a gap adjacent to Pioneer High School, along the east side of the road south of West Stadium Boulevard. The Ann Arbor Public Schools (AAPS) committed to funding the new sidewalk, and the City is working with AAPS to finalize an agreement for the same. Finally, the proposed pavement-marking improvements extend through the entire project corridor and include placing buffered bike lanes from Scio Church Road to south of West Washington Street together with enhanced crosswalk and other markings.

The City submitted final plans and specifications for this work to MDOT in March 2018, which advertised it in May for a June 1, 2018 bid letting. MDOT will award a construction contract to the qualified low bid...
