Resolution to Approve a Contract Agreement with the Michigan Department of Transportation for the Pauline Boulevard Water Main Replacement Project ($658,233.00)

Memorandum

Attached for your review and consideration, please find a resolution to approve a contract agreement between the City of Ann Arbor and the Michigan Department of Transportation (MDOT) for the construction phase of the Pauline Boulevard Water Main Replacement Project. The agreement defines the cost sharing of the construction, as well as each party’s rights and responsibilities, and is required for the project to receive its share of federal funding from the Federal Surface Transportation Program (STP) Funds.

 

The City plans to replace the pavement on Pauline Blvd. between Stadium Boulevard and South Seventh Street. In addition, the water main there is undersized and requires an upgrade to increase its capacity.

 

The Pauline Boulevard Water Main Replacement Project design includes replacing the water main with a new, larger water main, while also improving the vehicular, pedestrian and bicycling environment. The design includes resurfacing the roadway, replacing some curbs and gutters, installing new bump-outs at strategic intersections to improve pedestrian access, and installing buffered bike lanes along the entire limits of the project.

 

Taking into consideration input from a public engagement meeting and the Transportation Commission, the engineering design was completed in late 2017 and final plans were sent to MDOT for bidding.  Bids are scheduled to be opened on April 6th, 2018. Budget/Fiscal Impact

The estimated total cost of the project is $3,777,460.00. The funding breakdown for the project is as follows:

 

STP Funds:                                                                                                                              $658,233.00

Street, Bridge, & Sidewalk Millage                                          $1,719,227.00

Water Supply System Fund                                                                    $1,400,000.00

 

Construction Schedule

Construction is currently scheduled to begin in May 2018 and continue through August 2018. In order to facilitate the shortest construction timeframe and safest possible work environment, Pauline Boulevard will be closed to through traffic during construction. Residential access, as well as access for emergency vehicles, refuse pick up, and mail delivery will be maintained. Details of the construction impacts will be shared with the public prior to start of the construction.

Whereas, The Pauline Boulevard Water Main Replacement Project will replace and upsized existing water main, and replace the aging pavement surface;

 

Whereas, The City of Ann Arbor will receive federal funding for a portion of the construction cost of the project from the Federal Surface Transportation Program (STP);

 

Whereas, The local share of the project will be funded by the approved Water Supply System Fund and the Street, Bridge, and Sidewalk Millage and is included in the appropriate approved capital budget; and

 

Whereas, It is necessary to approve the cost sharing agreement with the Michigan Department of Transportation so that the project can proceed;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute Michigan Department of Transportation Contract No. 18-5098 for the Pauline Boulevard Water Main Replacement Project, substantially in the form on file with the City Clerk, following approval as to substance by the City Administrator, and approval as to form by the City Attorney;

 

RESOLVED; That the City make the following declaration for the purpose of complying with the reimbursement rules of Treasury Regulations 1.150-2 pursuant to reimburse itself for expenditures for the costs of the Project with proceeds of Bonds; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution including approval of needed Traffic Control Orders, night work authorizations, and other similar administrative approvals to allow the work of the project to proceed without delay.
