Attached for your review and approval, please find a resolution approving the City Administrator's issuance of a traffic control order prohibiting on-street parking on the south side of Pauline Boulevard from S. Seventh Street to Redeemer Avenue.

The pavement on Pauline Blvd. between Stadium Boulevard and S. Seventh Street is in poor condition and needs replacement. In addition, the water main there is undersized and requires an upgrade to increase its capacity.

The Pauline Boulevard Water Main Replacement Project design includes replacing the water main with a new, larger water main, while also improving the vehicular, pedestrian and bicycling environment. The design also includes resurfacing the roadway, replacing some curbs and gutters, installing new bump-outs at strategic intersections to improve pedestrian access, and providing buffered bike lanes along the entire limits of the project.

Following the recommendations of the City's Non-motorized Transportation Plan, bike lanes along Pauline Boulevard from Stadium Boulevard to S. Seventh Street were included in the design. Feedback from the Transportation Commission recommended inclusion of "buffered" bike lanes as part of the project. To incorporate the separated, "buffered" bike lanes east of Redeemer, it will be necessary to eliminate parking on one side of the road.

Options for proposed street layout were presented to public at the meeting on October 12, 2017. In addition, residents directly affected by the change in the street layout were contacted via mail asking for their feedback. Residents were asked whether the City should either removed parking from the south side or implement a staggered parking concept on Pauline Boulevard between Redeemer Avenue and S. Seventh Street.
