Memorandum
This memorandum and resolution requests approval of a professional services agreement for professional engineering services with Fishbeck, Thompson, Carr & Huber, Inc. for a total of $476,563.00.

In October 2014, the City issued a request for proposals for the study, design, bidding, and construction phase services for the West High Service Elevated Storage Tank Project. The City's water system is currently divided into five pressure districts. One district is fed by gravity and three districts are served by an elevated water storage tank for pressure control. The West High Service District is the only pressure district without elevated storage. The scope of this project is to provide a new elevated water tank in the West High Service District to strengthen system reliability, improve pressure control, and provide additional storage to meet peak demands and fire flows in this district. This project is included in the approved CIP for FY15-17.

Because this project involves locating a new elevated tank, extensive public engagement is included in the Consultant's scope of work. Also included is the potential to add public art to the new elevated tank, similar to the proposed approach at the Manchester elevated water tank. The City will be working with the Public Art Commission to consider this venue for a public art project.

The City received six (6) proposals for this work. After evaluation of the proposals, it was decided that Fishbeck, Thompson, Carr & Huber, Inc. was the most qualified firm to provide these services. It is therefore recommended that City Council approve the professional services agreement with Fishbeck, Thompson, Carr & Huber, Inc. to perform the engineering services for the Water Treatment Plant West High Service Elevate...
