This memorandum and resolution requests approval of a professional services agreement for professional engineering services with Tetra Tech of Michigan, PC for a total of $397,863.00.
In November 2014, the City issued a request for proposals for the study, design, bidding, and construction phase services for the Steere Farm Well Engines Replacement Project. The Steere Farm Well Fields are located on the property of the Ann Arbor Airport. The three active wells, each with a capacity of 2,500 gallons per minute, provide approximately 15% of the City's raw water to the Water Treatment Plant. The wells are currently powered by natural gas-driven engine drives which have exceeded their service life and require replacement.
The scope of this project is to evaluate replacement options, prepare contract documents for the replacement of the engine drives, inspect and clean the wells/screens, and other miscellaneous improvements. This project will improve reliability to deliver well water to the Water Treatment Plant, improve equipment reliability, and improve responsiveness with remote monitoring and start/stop controls. This project is included in the Capital Improvement Plan for FY15-17.
The City received four (4) proposals for this work. Tetra Tech of Michigan, PC is the most qualified firm to provide these services. Tetra Tech of Michigan, PC received Human Rights approval on May 20, 2014, and complies with the living wage ordinance.
This project is to be funded from the approved Water Supply System capital budget.
