Memorandum
This memorandum and resolution requests approval of a professional services agreement for professional engineering services with Tetra Tech of Michigan, PC for a total of $397,863.00.
 
In November 2014, the City issued a request for proposals for the study, design, bidding, and construction phase services for the Steere Farm Well Engines Replacement Project.  The Steere Farm Well Fields are located on the property of the Ann Arbor Airport.  The three active wells, each with a capacity of 2,500 gallons per minute, provide approximately 15% of the City's raw water to the Water Treatment Plant.  The wells are currently powered by natural gas-driven engine drives which have exceeded their service life and require replacement.  
 
The scope of this project is to evaluate replacement options, prepare contract documents for the replacement of the engine drives, inspect and clean the wells/screens, and other miscellaneous improvements.  This project will improve reliability to deliver well water to the Water Treatment Plant, improve equipment reliability, and improve responsiveness with remote monitoring and start/stop controls.  This project is included in the Capital Improvement Plan  for FY15-17.
 
The City received four (4) proposals for this work.  Tetra Tech of Michigan, PC is the most qualified firm to provide these services.  Tetra Tech of Michigan, PC received Human Rights approval on May 20, 2014, and complies with the living wage ordinance.
 
This project is to be funded from the approved Water Supply System capital budget.

Whereas, The City issued a Request for Proposal for professional engineering services for the Water Treatment Services Unit for the Steere Farm Well Engine Replacement project;
 
Whereas, Of the four (4) proposals received, Tetra Tech of Michigan, PC was selected as the most qualified firm to provide the required engineering services;
 
Whereas, These improvements are required to replace the engine drives for the well pumps that have exceeded their service life and to improve operation, maintenance and reliability of the well water system;  
 
Whereas, The Technical Engineering Services will be funded from the approved Water Supply System capital budgets; and
 
Whereas, Tetra Tech of Michigan, PC has received Human Rights approval on May 20, 2014, and complies with the living wage ordinance.
 
RESOLVED, That Council accepts the proposal and awards a Professional Services Agreement to Tetra Tech of Michigan, PC in the amount not to exceed $397,863.00;
 
RESOLVED, That a contingency in the amount of $40,000.00 is approved to finance change orders to the professional services agreement with Tetra Tech of Michigan, PC to be approved by the City Administrator;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the contract for services after approval as to substance by the City Administrator and approval as to form by the City Attorney;
 
RESOLVED, That the City makes the following declaration for the purposes of complying with the reimbursement rules of Treasury Regulations 1.150-2 pursuant to the internal Revenue Code of 1986, as amended, that the City reasonably expect to reimburse itself for expenditures for the costs of the Project with proceeds of Bonds;
 
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution; and
 
RESOLVED, That the funds be available for the life of the project without regard to fiscal year until the Professional Service Agreements end.
