Memorandum
This memorandum and resolution requests approval to award a contract to Catskill Remedial Contracting Services, Inc. for the Barton Dam Right Embankment Drainage Blanket Installation Project. This project involves repair of a boil that has surfaced in the drainage ditch at the base the right embankment at Barton Dam. The boil has been identified as a potential failure mode for the dam embankment by the Federal Energy Regulatory Commission (FERC), who is responsible for regulating this dam. Because of the potential risk associated with boils on dam embankments, the FERC has required the City to remediate the boil. This project will repair the boil and the surrounding area to meet FERC’s requirements.

The City received the following four bids:

Pranam GlobalTech $ 115,150.00

Catskill Remedial Contracting Services $ 123,684.60

Erie Construction $ 147,965.00

Gerace Construction $ 274,500.00

Catskill Remedial Contracting Services, Inc. has submitted the lowest responsible bid in the amount of $123,684.60. While Pranam GlobalTech provided the lowest bid, their substandard performance on two other City projects has resulted in the disqualification of their bid.

The Barton Dam provides a benefit to both the General Fund and Water Fund, the project costs are to be shared equally. The General Fund portion of the project, $69,342.00, is available in the approved FY 14 General Fund Hydro Operations and Maintenance budget. The Water portion of the project is available in the approved Water Fund capital budget. $69,343.00.

Catskill Remedial Contracting Services, Inc. received Human Rights approval on September 19, 2013 and complies with the living wage ordinance.
