Attached for your review and action is a resolution to approve a $39,219.25 contract with D & J Contracting to make improvements to Esch Park.

Esch Park is a 4.5 acre neighborhood park located in south Ann Arbor. The park contains a play area, ball fields, asphalt walks and game courts. The asphalt walk and game court have deteriorated, with severe cracks and broken surfacing making the playing and walking surface uneven. Additionally, the playground does not have pathways leading to it, making the area out of compliance with the Americans with Disabilities Act. Bringing neighborhood parks into compliance with the ADA act is a stated goal in the PROS plan.

This project includes replacement of the game court surfacing and walkways, and the addition of walkways to the play area. Other small improvements include installing picnic tables, benches and shade trees.

A 10% construction contingency ($3,922.00) is included to cover potential contract change orders to be approved by the City Administrator. It is requested that a $43,141.25 contract and contingency amount be approved for the life of the project without regard to fiscal year. Funding is available in the approved FY2013 Park Maintenance and Capital Improvements Millage.

The Park Advisory Commission recommended approval of this contract at their February 26, 2013 meeting.
