Attached for your review and action is a resolution to approve a contract with Wally Hollyday Skateparks to design and provide construction oversight for the Ann Arbor Skatepark, to be located at Veterans Memorial Park.

In 2009, Council approved a Memorandum of Intent (MOI) between the City and the Ann Arbor Skatepark Action Committee (AASAC). The MOI states that the AASAC (now the Friends of the Ann Arbor Skatepark - FOAAS) “intends to pay all costs for the design and engineering . . . with donated funds.” The Ann Arbor Area Community Foundation (AAACF) holds funds donated to the FOAAS and has transferred $89,560 to the City to cover the cost of this contract.

A request for proposals (RFP) was advertised nationally for a consultant to design and provide construction oversight for a 30,000 square foot custom concrete skatepark. This RFP was the culmination of several years of community advocacy, fundraising and grant applications. The efforts to date have resulted in over $100,000 raised from fundraising efforts by the Friends of the Ann Arbor Skatepark, the City receiving a grant of $300,000 from the State of Michigan Natural Resources Trust Fund, and a generous $400,000 contribution from Washtenaw County Parks and Recreation Commission.

A selection committee was formed consisting of members of the Friends of Ann Arbor Skatepark, a Park Advisory Commission member, and staff from Washtenaw County Parks and Recreation Commission as well as City of Ann Arbor Parks and Recreation Services staff to guide the process of preparing an RFP and of selecting a consultant. Six proposals were received from consultants around the United States and Canada:
