Attached for your review and action is a resolution to approve a contract with Wally Hollyday Skateparks to design and provide construction oversight for the Ann Arbor Skatepark, to be located at Veterans Memorial Park.
 
In 2009, Council approved a Memorandum of Intent (MOI) between the City and the Ann Arbor Skatepark Action Committee (AASAC). The MOI states that the AASAC (now the Friends of the Ann Arbor Skatepark - FOAAS) "intends to pay all costs for the design and engineering . . . with donated funds." The Ann Arbor Area Community Foundation (AAACF) holds funds donated to the FOAAS and has transferred $89,560 to the City to cover the cost of this contract.
 
A request for proposals (RFP) was advertised nationally for a consultant to design and provide construction oversight for a 30,000 square foot custom concrete skatepark.  This RFP was the culmination of several years of community advocacy, fundraising and grant applications. The efforts to date have resulted in over $100,000 raised from fundraising efforts by the Friends of the Ann Arbor Skatepark, the City receiving a grant of $300,000 from the State of Michigan Natural Resources Trust Fund, and a generous $400,000 contribution from Washtenaw County Parks and Recreation Commission.
 
A selection committee was formed consisting of members of the Friends of Ann Arbor Skatepark, a Park Advisory Commission member, and staff from Washtenaw County Parks and Recreation Commission as well as City of Ann Arbor Parks and Recreation Services staff to guide the process of preparing an RFP and of selecting a consultant.  Six proposals were received from consultants around the United States and Canada:

The committee reviewed the proposals, and using a rating system based on qualifications, history of similar projects, and reputation, two consultants were chosen to be interviewed, including Wally Hollyday Skateparks and Wormhoudt, Inc.  Both consultants were considered to be qualified to perform the work, however, Wally Hollyday's fee proposal and enthusiasm for the project placed him as the preferred consultant by the committee.
 
Next steps will include public input on the skatepark design and a final design will be brought to the Park Advisory and Planning Commissions for their approval with an expectation that construction will take place in 2013.
 
Funding is available in the approved FY2013Park Memorials and Contributions budget.
 
Wally Hollyday received Human Rights approval on July 5, 2012, and complies with the living wage ordinance.

Whereas, The Ann Arbor Skatepark is identified as a potential new recreational amenity in the PROS plan;
 
Whereas, Construction of a custom, concrete skatepark in Veterans Memorial Park is being proposed using funds from a State of Michigan Natural Resources Trust Fund Grant, Washtenaw County Parks and Recreation Commission and the Friends of Ann Arbor Skatepark;  
 
Whereas, In response to the City-issued RFP, proposals were submitted by six firms to provide design and construction oversight services for the Ann Arbor Skatepark;
 
Whereas, A committee composed of members of the Friends of Ann Arbor Skatepark, the Parks Advisory Commission, Washtenaw County Parks and Recreation Commission staff, and City of Ann Arbor Parks and Recreation staff evaluated the qualifications and experience of the submitters and their respective proposals and selected two firms for interviews;
 
Whereas, Interviews were held with two highly qualified firms, and Wally Hollyday Skateparks was chosen as the firm best suited to perform the design work based on qualifications, the quality of the interview, and the fee proposal;
 
Whereas, On June 19th the Park Advisory Commission unanimously recommended approval of this contract;
 
Whereas, The fee for Wally Hollyday Skateparks' design and construction oversight services is $89,560.00;
 
Whereas, The Ann Arbor Community Foundation has transferred funds raised by the Friends of the Ann Arbor Skatepark to the City to cover the cost of the contract with Wally Hollyday Skateparks;
RESOLVED, That City Council approve a contract with Wally Hollyday Skateparks to perform the design work for and oversee future construction of the skatepark to be located at Veterans Memorial Park for $89,650.00 for the life of the project without regard to fiscal year;
 
RESOLVED, That the City Administrator is authorized to take all necessary administrative actions to implement this resolution; and
 
RESOLVED, That the Mayor and City Clerk are authorized and directed to execute the contract after approval as to substance by the City Administrator and approval as to form by the City Attorney.
