Memorandum
Your approval is requested to authorize the purchase of sodium hexametaphosphate for the water treatment process. Sodium hexametaphosphate is used for stabilizing the water after the softening process. Failure to add sodium hexametaphosphate can lead to plugging of water filters which will adversely affect the Water Treatment Plant’s ability to meet water demands. The estimated cost of this chemical for FY13 is $77,200.00.

The following bids were received:
Water Solutions Unlimited $ 96.40/cwt or $0.964/lb
Carus Corporation $100.80/cwt
F2 Industries $103.90/cwt
Pristine Water Solutions $105.00/cwt
Shannon Chemical $116.85/cwt
AWC $119.00/cwt
PVS Nolwood Chemicals $151.00/cwt

It is recommended that the resolution be approved to satisfy the Water Treatment Service Unit’s requirement for sodium hexametaphosphate from Water Solutions Unlimited as the lowest responsible bidder.

In the event Water Solutions Unlimited is unable to furnish the chemical, it is requested that the City Administrator be authorized to accept the next lowest responsible bid for the sodium hexametaphosphate purchase.

It is also recommended that the purchasing agreement be extended for up to three additional years at no increase in cost if the vendor is agreeable, and if the City deems it to be in its best interest.

Funds are specifically budgeted for this purchase in the approved FY13 Operations and Maintenance budget for the Water Supply System. Future contract years are subject to City Council’s annual appropriation.
