Memorandum
Attached for your consideration is a resolution to approve the closing of Main Street between Liberty and William Streets for Conor O'Neill's Main Street Dining on Wednesday, March 17, 2021 from 6:00 AM until 11:00 PM. The event will start at 10:00 AM and end at 10:00 PM in keeping with the current orders from the Michigan Department of Health and Human Services (MDHHS). The additional time will be used for set-up and clean-up of the event.

Due to the pandemic, and with the absence of the annual Shamrock's and Shenanigan's 5K, the applicant, Conor O'Neill's, is requesting this street closure to allow outside dining. While current MDHHS restrictions limit indoor dining to 25% capacity, this closure will assist in serving additional customers in a safe and socially distanced manner. The applicant's COVID plan includes social distancing and mask signage, like that of the street closures for restaurants that took place in 2020. Additional details are provided in the attached email to staff in application for the permit.

The Main Street Area Association and the Downtown Development Authority support this request.

The applicant agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City and State regulations governing the use of the streets, and will reimburse the City for all event expenses. Conor O'Neill's will submit an application for approval from the State of Michigan Liquor Control Commission for temporary sales, service and consumption of alcoholic beverages in the defined areas pursuant to the Michigan Liquor Control Commission regulations.
