Resolution to Approve the Purchase of Police Vehicles from Signature Ford (MiDeal and Macomb County Cooperative Purchasing - $259,086.00)

The attached resolution authorizes the purchase of four standard 2020 Ford Police Interceptor Utility Hybrid patrol vehicles at $36,519.00 each, two K-9 2020 Ford Police Interceptor Utility Hybrid patrol vehicles at $37,129.00 each, and one 2020 Ford Expedition Special Service Vehicle at $38,752.00 for a total of $259,086.00 from Signature Ford, Owosso, Michigan.
The City's labor contracts with the Ann Arbor Police Officers Association and the Ann Arbor Police Supervisors require that vehicles used by their members will not be driven more than 80,000 miles or 6 years, whichever comes first.
The police vehicles listed on this resolution will replace vehicles that will have reached the contractual limit in the next year.
The Ford Police Interceptor Utility vehicle is built specifically for sale to law enforcement agencies and is not available to the public. After evaluating a number of different patrol vehicles, this is the vehicle that the Police Unit of the Safety Services Area has requested to become our standard patrol vehicle. The utility style, similar to a Ford Explorer, has become necessary to accommodate the large amounts of equipment installed in a standard patrol vehicle.
Ford is now offering the industry's first pursuit-rated hybrid police SUV. The hybrid system uses a large battery pack to power the vehicle's law enforcement equipment including lights, sirens, computers, radio, printer, and the heating and AC for the cabin. When the vehicle's engine is at idle, which is a significant amount of time for a patrol vehicle, the engine shuts down and the battery powers the equipment. If the battery gets low, the engine automatically starts to recharge the battery. Ford is projecting a nearly 40% improvement in fuel economy with the hybrid powertrain.
