Attached for your review and action is a resolution to approve a construction contract in the amount of $135,832.58 and establish a total construction budget of $149,415.58 as identified in Bid #3892 for Bandemer Park Site Renovations. Site renovations will include parking improvements, landscaping, storm water detention and construction of a dirt bike jump course. Funds for this project are in the FY 08 Bandemer Property Fund.

The 2000 - 2005 Parks and Recreation Open Space Plan identified Bandemer Park for updates and improvements in fiscal year 2005-2006. The Bandemer property was purchased with funding from a Natural Resources Trust Fund Grant in 1993. Under the terms of the purchase agreement, the existing industrial tenants have paid rent to the City and have continued to operate on the southern portion of the property for the duration of their lease agreements. The lease payments have been paid to the Bandemer Property Fund and the Bandemer Property Fund will be used to make the proposed park improvements at the Bandemer Park site. The northern portion of the property was renovated in phases during the 1990's. A Recreation Bond Grant helped to fund these various improvements including a picnic shelter, parking, trails, docks and a pedestrian bridge. In 2003, a Transportation Enhancement Grant helped to fund a non-motorized path that connects the northern and southern portions of the park.

As the tenants’ leases have expired and tenants have vacated the site, portions of the southern property have become accessible.
