Resolution to Approve an Agreement with the Michigan Department of Transportation and Amend the Project Budget for the West Stadium Blvd. at Pauline Blvd. Improvement Project ($1,510,000.00)

Attached for your review and approval, please find a resolution to approve an agreement between the City of Ann Arbor and the Michigan Department of Transportation (MDOT) for the reconstruction of West Stadium Boulevard at Pauline Boulevard and related necessary utility improvements. The agreement is required so that this project can be performed as a Federal Aid project.
The FY 2009 Capital Improvements Budget includes project TR-SC-09-01. This project is a continuation of the West Stadium Blvd reconstruction that was completed north of Pauline Blvd in 2006. This project will reconstruct West Stadium Blvd at Pauline Blvd to approximately Suffolk Avenue (Drawing 1). This will allow the Pauline Blvd intersection to flow normally, without traffic control, once the remainder of West Stadium (Suffolk to Seventh) is under construction - currently expected for 2010. This project will also include storm sewer and water main improvements (UT-ST-09-05, and UT-WS-09-04). Administratively, we will consolidate all of these improvements under one project for the purpose of the contract with MDOT.
The completed plans were submitted to MDOT in fall of 2008 for a bid letting on December 5, 2008.
Road Cross Section
The proposed West Stadium Boulevard cross section at Pauline Blvd will remain five lanes as currently exists, however, on-street bike lanes will be added in both directions (Drawing 2). The addition of bike lanes will widen the curb-to-curb street width and will result in a narrower extension between the curb and sidewalk. The resulting cross section and amenities (street lights, concrete extension) will match the section of West Stadium Boulevard north of Pauline Boulevard.
