Attached for your review and approval is a resolution to award a contract to Brick Paving Designs for the Kellogg Street Retaining Wall Replacement Project.

This project replaces a City-owned timber retaining wall located on the south side of the Fairview Cemetery along Kellogg Street. This retaining wall is approximately 275 feet long and ranges in height from 2 to 8 feet. A significant percentage of the wall is rotted and has failed. Replacement of this wall is critical to preventing a catastrophic failure and in protecting public safety.

The wall will be replaced with a concrete block retaining wall block to retain the consistency in appearance and quality to other City-owned retaining walls. Concrete block retaining walls have an expected life of approximately 40 to 50 years in comparison to approximately 15 years for a timber retaining wall.

The City received the following four bids for construction services:

Brick Paving Designs $ 64.364.00
A&H Lawn Service $ 89,028.00
FJ LaFontaine & Sons $ 111,605.00
Horizon Lawn Maintenance $ 120,262.00

The engineer’s construction estimate for this work is $60,000.

Since Brick Paving Designs provided the lowest responsible bid for this work, it is recommended that the bid from Brick Paving Designs for $64,364.00 be accepted, and Brick Paving Designs be awarded the contract for the Kellogg Street Retaining Wall Replacement Project.

Brick Paving Designs received Human Rights approval on September 17, 2007, and complies with the living wage ordinance.

The resolution includes a contingency in the amount of $6,500.00 for Brick Paving Designs for change orders to be approved by the City Administrator.
