Memorandum
This memorandum and resolution requests approval to award a contract to Gerace Construction Company for the Barton Dam Concrete Testing and Access System. This project involves installing an access system on the downstream face of Barton Dam to perform testing of the deteriorated concrete. The Contractor will take concrete cores from those areas that have exhibited deterioration and will send the cores to a testing lab to determine the extent of deterioration. All core holes will be patched by the General Contractor prior to completion of their work. This testing will assist in determining the scope and extent of repairs. The test results will also be used by the City’s Consultant to design permanent repairs to the structure where the concrete has failed. This work was identified as a high priority for repair as part of the 2009 Federal Energy Regulatory Commission Part 12 Safety Inspection of Barton Dam.

The City received the following two bids for construction services:

Gerace Construction Co. $49,308.00
Krull Construction Co. $98,040.00

Since Gerace Construction Company submitted the lowest responsible bid in the amount of $49,308.00, it is recommended that the bid from Gerace Construction Company, Inc. for $49,308.00 be accepted, and that Gerace Construction Company be awarded the contract for the Barton Dam Concrete Testing and Access System.

You also are requested to approve a contingency in the amount of $5,000.00 Gerace Construction Company for change orders to be approved by the City Administrator.

Gerace Construction Company received Human Rights approval on March 12, 2010, and complies with the living wage ordinance.

This project is to be funded from the FY10 General Fund Hydropower Operations and Maintenance Budget.
