Resolution to Amend Council Rules 1, 5B, 5D, 5E, 5F, and 7
Memorandum
The Council Rules Committee, at its February 12, 2019 meeting, directed the City Attorney to prepare these amendments to the Council Rules. The amendment to Rule 1 is technical in nature to reflect the new biennial election schedule of Council members adopted in section 12.4 of the City Charter. The amendments to Rules 5B, 5D, 5E, and 5F change the schedule for provision of the agenda to Council and Council agenda questions. The amendments to Rule 5B, 5D, 5E, and 5F are to be implemented for the second meeting in April to allow staff time to arrange schedules and processes to ensure they are available to respond in the new time frame, particularly in light of the AAPS spring break the last week of March.
At its March 5, 2019 meeting, the Council Rules Committee proposed a further amendment of Rule 5B to provide that Council members items be added by Tuesday instead of Friday and to amend Rule 7 to clarify the prohibition on disruption of meetings.

RESOLVED, That Council Rules 1, 5B, 5D, 5E, 5F, and 7 are hereby amended as attached, with the implementation of the amended Council Rules 5B, 5D, 5E, and 5F to begin with the second regular Council meeting in April 2019 and the implementation of the amended Rule 7 to be effective immediately.
