Memorandum
To obtain a charitable gaming license under Michigan law, a nonprofit organization is required to submit a resolution from its local governing body recognizing it as a community-based organization.

Vincent York's Jazzistry (Jazzistry) was established in 2001 as a non-profit music education program with the mission to teach children and adults about the history of jazz music and its role in American History. Jazzistry is entertaining to watch, but is not just a jazz concert; the primary goal of the program is education. In 2008, the organization received a "Guvvy Award" from Governor Granholm recognizing the program for outstanding Arts Education in the State of Michigan.

Passage of the attached resolution will enable Jazzistry to further its fundraising efforts by permitting the organization to host a Poker Palace event at the Belmark Lanes, 3530 Jackson Road. This resolution is required in order to obtain final approval from the Charitable Gaming Division of the Bureau of State Lottery for the event.

Whereas, P.A. 382 of 1972, as amended, requires that local civic nonprofit organizations be recognized by resolution adopted by the local governmental subdivision in which the organization conducts its principal activities and that a copy of said resolution be filed with any application for a license to conduct a bingo, raffle or charity game(s);
