Attached for your review and consideration, please find a resolution to approve a contract agreement between the City of Ann Arbor and the Michigan Department of Transportation (MDOT) for the construction phase of pedestrian crossing safety improvements on Ann Arbor-Saline Road between W. Oakbrook Drive and S. Main Street. The agreement defines the cost sharing of the construction, as well as each party's rights and responsibilities, and is required for the project to receive its share of federal funding from the Highway Safety Improvement Program (HSIP).

The current City of Ann Arbor Capital Improvements Plan includes project TR-AT-16-01, which involves the construction of the two separate pedestrian crossings on Ann Arbor-Saline Road. The southerly crossing is approximately 320 feet north of W Oakbrook Drive, and the northerly crossing is approximately 1450 feet south of S. Main Street. Work to be performed at each location includes the construction of concrete islands, curb and gutter, sidewalks and ADA ramps, the installation of rectangular rapid flashing beacons (RRFB's) and solar powered street lights, the placement of pavement markings, and the restoration of disturbed areas. During construction, a minimum of one lane of vehicular traffic will be maintained in each direction along Ann Arbor-Saline Road. Pedestrian traffic will be detoured along Ann Arbor-Saline Road opposite the side where work is being performed.

Completed plans were submitted to MDOT in March of 2015, and the project was advertised in May for the June 5, 2015, MDOT bid letting. This memorandum and resolution were prepared prior to the letting date so bid results were not available. MDOT will award a contract to the qualif...
