Resolution to Appoint Members to the Downtown Street Outreach Task Force

Whereas, On September 20, 2001, City Council established the Downtown Street Outreach Task Force to address the larger issue of unmet outreach and service needs in the downtown area; and
Whereas, In May, 2003, this task force recommended neighborhood patrols in the downtown business districts, encouraged increased outreach by social service agencies and proposed a revised ordinance that addressed soliciting for money, which City Council subsequently passed; and
Whereas, In the years since 2003, panhandling has increased in the downtown area and this task force needs to be reinvigorated;
RESOLVED, That Council appoint 12 members to the Downtown Street Outreach Task Force to meet regularly for no longer than six (6) months to identify issues surrounding panhandling and suggest potential solutions that may involve the community, the service sectors and safety services; and
RESOLVED, That the Ann Arbor Police Department shall continue to enforce the existing ordinance on solicitation for money as written.
