Resolution to Approve a Construction Contract with Rauhorn Electric, Incorporated for Utility Conduit Installation ($132,208.00)

Attached for your review and approval, please find a resolution to approve a construction contract between the City of Ann Arbor and Rauhorn Electric, Incorporated in the amount of $132,208.00 for Utility Conduit Installation (RFP 22-55). The scope of this project includes four new utility ducts along Fuller Road and underneath Maiden Lane in preparation for the necessary utility relocation before the East Medical Center Bridge Widening and Rehabilitation Project in the Summer of 2023.
The construction of this project is scheduled to begin on October 1, 2022 and be completed in October 31, 2022.
Engineering staff supervised the creation of plans and contract documents and bid the project through the City’s Procurement Unit. On July 12, 2022, one proposal was received for this work. A selection committee comprised of Public Services staff reviewed the proposal based on the best value criteria (as laid out in ORD-21-41, adopted by Council on January 3, 2022):

After reviewing and scoring the proposal, staff recommends the project be awarded to Rauhorn Electric, Incorporated.
Rauhorn Electric, Incorporated complies with the City’s Non-Discrimination and Living Wage ordinances.
Budget/Fiscal Impact: This project is included in the current Capital Improvements Plan (the work is necessary as part of project TR-BR-16-02). The estimated total cost of the utility conduit consolidation portion of the project is $171,870.40. The cost of this portion of the project will be borne entirely by the University of Michigan.

Whereas, The four new utility ducts along Fuller Road and underneath Maiden Lane are necessary for the utility relocation before the East Medical Center Bridge Widening and Rehabilitation Project can occur in the Summer 2023;
Whereas, Funding for the project will be available from the Street, Bridge and Sidewalk Millage, to be reimbursed by the University of Michigan for the full project cost;
Whereas, The City of Ann Arbor received one proposal for this work on July 12, 2022 by Rauhorn Electric Incorporated of Michigan, and it was reviewed and recommended for award by the selection committee; and
Whereas, It is now necessary to enter into a contract with Rauhorn Electric Incorporated for the performance of this work;
RESOLVED, That City Council approves a construction contract with Rauhorn Electric, Incorporated in the amount of $132,208 for Utility Conduit Installation on Fuller Road and Maiden Lane (RFP 22-55);
RESOLVED, That a contingency amount of $25,000.00 be established within the project budget and that the City Administrator be authorized to approve construction change orders not to exceed that amount, in order to satisfactorily complete this project;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
RESOLVED, That the City Administrator be authorized to take necessary administrative actions to implement this resolution, including issuing temporary and permanent Traffic Control Orders and night work authorizations as required for the construction of the project.
