Memorandum
The attached resolution authorizes a contract for the purchase of two 2011 Crimson model Metro Pumper at $365,340.00 each for a total of $730,680.00, from Crimson Fire, Inc. of Brandon, SD.  Funds are available for this in the fund balance of the Fleet Services Fund.   
 
This purchase is an integral part of an ongoing program to reduce the size of the Fire Department fleet and to bring the fleet into compliance with current emergency vehicle service life standards. This purchase will allow the total number of front line and backup units in the current fleet to be reduced by one unit and bring the remaining units into compliance with the NFPA standard for engine service life of 15 years for front line service and 5 years as a backup unit.
 
In addition to the two units being replaced, a backup ladder truck will be removed from the fleet.
 
On August 17, 2010, the City of Ypsilanti awarded a contract to Crimson Fire, Inc. for the purchase of a Class 1 Fire Engine after soliciting competitive bids. Fleet and Facilities Unit and the Fire Department have reviewed the bid specifications and Crimson Fire Inc. proposal and operational requirements of the Fire Department.  Crimson Fire, Inc. has agreed to extend the same pricing to the City of Ann Arbor.
 
The City currently has two 2005 Crimson brand engines in service at stations four and six.  This purchase will continue standardization of our fleet, which will benefit the Fire Department by reducing training needs and improving firefighter safety. With assignment rotations of fire personnel to different stations, both front line personnel and command staff will have the advantage of relying on standardized equipment throughout the City.  On a regional inter-operational scale, this purchase standardizes AAFD's fleet with Ypsilanti City, Ypsilanti Township, and Ann Arbor Township. In the event of a large-scale incident, our regional fire departments can enhance cooperative incident command efforts and firefighter safety with the operation of the same type of vehicle.
 
The price Crimson Fire, Inc. submitted to the City of Ypsilanti was based on the purchase of a unit with an engine that met the EPA 2007 emission standard.   The increased cost to provide the City of Ann Arbor with units that meet the EPA 2010 emission standards will be $13,000.00 per truck.
 
The City of Ann Arbor's Green Fleet Policy encourages the purchase of the most cost-effective and lowest emission vehicle possible while still meeting the operational requirements of the service unit.  The EPA 2010 emission standard for diesel engines calls for near zero emissions and will emit approximately one-ton less Nitrogen Oxide (NOx) emissions then the 2007 standard for a purchase price increase of 3.6%. The operational impact to the Fire Department is minimal, therefore it is recommended that the units be purchased with the EPA 2010 compliant engines.
The units being replaced are #1090, a 1991 model which has been in service 18 years with 9,500 hours of operation and #1097, a 1991model which has been in service for 19 years with 9,700 hours of operation.
 
The Fleet and Facility Unit has adequate funds available in the Fleet Services Fund's fund balance for this purchase.
 
Crimson Fire received Human Rights approval on August 30, 2010.

Whereas, The Fleet and Facility Unit needs to purchase two replacement Class 1 Fire Engines for the City's fleet;
 
Whereas, Crimson Fire, Inc. was the lowest responsible bidder to the City of Ypsilanti's competitive bid;
 
Whereas, Crimson Fire, Inc. has extended cooperative pricing to the City of Ann Arbor based on the City of Ypsilanti's bid;
 
Whereas, Updating the units to meet the EPA 2010 emission standards increase the purchase price by 3.6% over the price bid to the City of Ypsilanti and is consistent with the aims of the City's Green Fleet Policy;
 
Whereas, The Fleet and Facilities Unit and the Fire Department have evaluated the specifications of the Ypsilanti bid and Crimson Fire, Inc.'s response proposal and have determined that the bid meets the operational requirements of the Fire Department;  
 
Whereas, This purchase will:
·      continue standardization of the City fleet, which will benefit the Fire Department by reducing training needs and improving firefighter safety
·      enhance cooperative intergovernmental efforts through the standardization of regional fire apparatus allowing command staff to deploy like equipment to regional emergencies;
 
Whereas, Adequate funds for this purchase are available in the Fleet Services Fund's fund balance; and
 
Whereas, Crimson Fire, Inc. received Human Rights approval on August 30, 2010;
 
RESOLVED, That the City Council approves an amendment to the Fleet and Facility Unit budget by appropriating $730,680.00 from the Fleet Services Fund Balance, to be available without regard to fiscal year, for the purchase of two 2011 Crimson model Metro Pumper at $365,340.00 each for a total of $730,680.00, from Crimson Fire, Inc.;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute a purchase contract with Crimson Fire, Inc. after approval as to substance by the City Administrator and as to form by the City Attorney;
 
RESOLVED, That the vehicle being removed from service, #1089 and the two units being replaced #1090 and #1097, be sold at the next City vehicle auction; and
 
RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
