Memorandum
The attached resolution will authorize the purchase of thirty-five Shakespeare Streetlight Poles from Madison Electric Company for installation in Garden Homes Park.  This material is necessary to complete a pathway lighting improvement project in the park that will not only improve the lighting but will decrease energy and maintenance costs and improve safety.
 
The project plan in Garden Homes Park calls for the removal of thirty-five deteriorating concrete streetlight poles currently lighting the pathways.  The poles will be replaced with thirty-five fiberglass streetlight poles.  The installation of the fiberglass poles will also include the installation of LED lighting. The change to LED lighting will give the City an anticipated 50 to 80 percent energy and maintenance savings.  
 
This project is part of the overall project plan to achieve the renewable energy targets that City Council passed via resolution R-175-5-06.  The plan to achieve the established targets calls for the upgrade of 800+  city owned streetlights outside of the DDA area.  This process begins our project
 
The City has standardized the use of Shakespeare Street Light Poles throughout the City.  The poles are fiberglass, which reduces maintenance and increases safety.  A fiberglass pole will not rust and causes less damage and injury in the event of an accident. In addition, the use of a standardized pole reduces the inventory requirements and presents a standard look thought the City.  
 
The Public Services Area solicited bids from the local area distributors of the Shakespeare Poles and received three bids.  Tabulation of the bid follows:

Madison Electric Company received Human Rights approval on February 5, 2010.
 
City staff from the Public Service Area, Field Operations Unit will install the thirty-five poles and LED lighting fixtures in Garden Homes Park.  Once installation is complete, the poles and lighting should last for 15 years without maintenance.
 
Funding for this purchase is available in the FY 2010 approved Field Operations, Parks Repair and Restoration Millage Operations and Maintenance budget (Fund #0006).

Whereas, Madison Electric is a local distributor of Shakespeare Poles and was the lowest responsible bidder;    
 
Whereas, Madison Electric Company received Human Rights Approval on February 5, 2010;
 
Whereas, The City Council approved renewable energy targets for the city including LED streetlight upgrades of city owned streetlights; and
 
Whereas, Funding for this purchase is available in the FY 2010 Field Operations Parks Repair and Restoration Millage Operations and Maintenance budget (fund #0006);
 
RESOLVED, That a purchase order in the amount of $36,960.00 be authorized to Madison Electric Company for the purchase of thirty-five fiberglass Shakespeare Streetlight Poles;
 
RESOLVED, That the funding for this purchase be made available without regard to fiscal year; and
 
RESOLVED, That the City Administrator is authorized to take the necessary administrative actions to implement this resolution.
