Memorandum
Attached for your review and approval, please find a resolution to approve an agreement between the City of Ann Arbor and the Michigan Department of Transportation (MDOT) for the reconstruction of West Stadium Boulevard at Pauline Boulevard and related necessary utility improvements.   The agreement is required so that this project can be performed as a Federal Aid project.  
 
The FY 2009 Capital Improvements Budget includes project TR-SC-09-01.  This project is a continuation of the West Stadium Blvd reconstruction that was completed north of Pauline Blvd in 2006.  This project will reconstruct West Stadium Blvd at Pauline Blvd to approximately Suffolk Avenue (Drawing 1).  This will allow the Pauline Blvd intersection to flow normally, without traffic control, once the remainder of West Stadium (Suffolk to Seventh) is under construction - currently expected for 2010.  This project will also include storm sewer and water main improvements (UT-ST-09-05, and UT-WS-09-04).   Administratively, we will consolidate all of these improvements under one project for the purpose of the contract with MDOT.
 
The completed plans were submitted to MDOT in fall of 2008 for a bid letting on  December 5, 2008.  
 
Road Cross Section
The proposed West Stadium Boulevard cross section at Pauline Blvd will remain five lanes as currently exists, however, on-street bike lanes will be added in both directions (Drawing 2).  The addition of bike lanes will widen the curb-to-curb street width and will result in a narrower extension between the curb and sidewalk.  The resulting cross section and amenities (street lights, concrete extension) will match the section of West Stadium Boulevard north of Pauline Boulevard.
 
Traffic Control During Construction:  
Access to businesses will be maintained throughout the project.  A temporary lane widening will be constructed on West Stadium Blvd to maintain two-way traffic on West Stadium throughout the construction.  Intermittently during construction, eastbound traffic on Pauline will be detoured to allow construction within the intersection.  Please see the attached Drawing 3 for the detour routes.  
 
Storm Water
Oversized pipes (48" and 36" diameter) will be placed the length of the project which will provide conveyance as well as detention for the entire right-of-way.  The project also includes two water quality devices to remove pollutants from the road runoff prior to entering the storm system.  
 
These storm water Best Management Process (BMP) improvements have been approved for funding through a low interest (2.5%) State Revolving Fund (SRF) loan to the Washtenaw County Drain Commissioner (Resolution 08-1003, approved 11-17-2008).  This includes engineering and construction of the oversized pipes and the storm water quality structures (currently estimated at$250,000.00). The BMPs are intended to reduce flooding and improve water quality in Allen Creek.  
 
Water Main Work
The  existing 12" water main will be replaced as it is near the end of its design life and the soils in the area have been found to be corrosive.  
 
Access Issues
To improve pedestrian access, the crosswalk from the southwest corner to the southeast corner will be relocated a few feet south to reduce the crossing length at this point.  "Countdown" pedestrian walk signals will also be installed.
 
Street Lights & Aesthetics
Eleven decorative street lights, matching those north of Pauline Blvd, will replace three existing cobra head lights owned by DTE.  These fixtures will be LED compatible.  Annual maintenance and electrical costs of the eleven new City-owned lights is estimated at $605.00 per year for LED lights versus the $1090.00 per year charged by DTE for the for the three existing lights.  
 
In addition to street lights, this stretch will mimic the existing road north of Pauline Blvd with matching asphalt pavement and concrete scoring.  Due to the proximity of the existing concrete-block wall along the east side of West Stadium, the wall will removed and replaced to allow sidewalk and utility installation.  The new wall will be a modular block stone wall with a pedestrian scale handrail attached.  
 
City-State Agreement
One requirement for this type of project is that the City enter into an agreement with the State of Michigan stipulating the funding split and other rights and responsibilities of the parties.  It is the same form of agreement that we have used on other federally funded projects.  The Federal Surface Transportation Fund are capped at $850,000.00 which is equivalent to about 75% of the estimated Federally-participating construction costs of the roadwork. All other costs including the remaining non-participating construction costs, design, construction engineering, testing, and non-participating items of work will be funded from  budgeted Street Millage and utility funds.  
 
Based on the Engineer's Estimate, the total anticipated project expenditures are $2,360,000.00 ($1,510,000.00 of which are City expenses) are broken down on the attached Table 1.
 
We expect construction to occur from April to August 2009.  The Michigan Department of Transportation (MDOT) will award the contract and the City will act as the project engineer.

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute contract number 08-5436 with the Michigan Department of Transportation for the West Stadium at Pauline Boulevard Improvements project, following approval as to substance by the City Administrator, and approval as to form by the City Attorney;
 
RESOLVED, That the City make the following declaration for the purpose of complying with the reimbursement rules of Treas. Reg. 1.150-2 pursuant to the Internal Revenue Code of 1986, as amended, that the City reasonably expects to reimburse itself for expenditures for the costs of the Project with proceeds of Bonds; and
 
RESOLVED, That Council authorizes the City Administrator to take necessary administrative actions to implement this resolution.
