Resolution to Approve City of Ann Arbor - Michigan Department of Transportation Agreement No. 10-5159 for Improvements to Plymouth Road (Nixon Rd. to US-23) and Green Road (Plymouth Rd. to Baxter Rd.)
Memorandum
Attached for your review and approval, please find a resolution to approve an agreement between the City of Ann Arbor and the Michigan Department of Transportation (MDOT) for improvements to Plymouth Road between Nixon Road and US-23 and to Green Road between Plymouth Road and Baxter Road. This Agreement is required for the project to receive its share of Federal American Recovery and Reinvestment Act (ARRA) Funds.
The existing Plymouth Road and Green Road pavements are showing the signs of age and continue to deteriorate. Reflective cracks on Plymouth Road resulting from the underlying concrete pavement continue to expand allowing water to penetrate the pavement structure. Previous construction and maintenance activities designed to retard and seal these cracks have outlived their effectiveness. On Green Road severe cracking indicates areas of fatigued pavement resulting again from water penetrating the pavement structure coupled with the effects of repeated freeze-thaw cycles during the winter months.
The improvements proposed with this project will address the above deficiencies and extend the serviceability and pavement life of these roads, along with improving roadway drainage, ride quality and safety for motorists. They include milling the existing asphalt surface, repairing the underlying pavement and roadway base, removing and replacing sections of concrete curb and gutter, repairing storm sewer catch basins and placing a new asphalt surface. On Plymouth Road a special treatment designed to help retard cracking will be applied before the new asphalt pavement is placed.
Other improvements include reconstructing sidewalk ramps to comply with current ADA standards, placing new concrete pads at the AATA bus stop waiting areas and installing new pedestrian traffic signals on Plymouth Road at the intersections of Nixon Road, Huron Parkway and Green Road. In addition, a new mid-block pedestrian crossing with a raised median island will be constructed on Plymouth Road between Georgetown Boulevard and Commonwealth Boulevard; Green Road will be converted from 4-lanes to 3-lanes with new bike lanes in both directions and a new center left turn lane; and a new bicycle lane will be added along the north side of Plymouth Road between Nixon Road and Green Road for westbound cyclists.
The non-motorized enhancements including bicycle lanes, ADA ramps and pedestrian signals will provide improved mobility and safety for pedestrians and cyclists.
The completed construction plans were submitted to MDOT in February 2010 for an MDOT bid letting on May 7, 2010. This resolution was prepared prior to May 7, so the bid results were not available for inclusion in this memorandum.
The project is anticipated to begin in mid-June, 2010 with the Plymouth Road work starting first and being complete by early September, 2010. Construction on Green Road will follow immediately thereafter. The entire project is scheduled to be complete by mid-November, 2010.
During the project, work will be staged utilizing part-width construction to allow traffic to move through construction zone throughout the project duration. On Plymouth Road work will begin on the south side with one lane of traffic operating in each direction (eastbound and westbound) on the north side. When this stage is complete traffic will be shifted to the newly constructed south side so the work on the north half can be completed. Traffic on the south side will be maintained with a minimum of one lane operating respectively in the eastbound and westbound directions. On Green Road work will be staged in the same manner with the east half being constructed first while northbound and southbound traffic operate with one lane in each direction on the west half. Upon completion traffic will be shifted to the east side while work on the west half is completed.
A requirement for this type of project is that the City enters into an agreement with the State of Michigan stipulating the funding split and other rights and responsibilities of either party. It is the same form of agreement that we have used on other federally funded projects. Based on estimated project costs, the Federal ARRA Funds are expected to pay for 97% of the eligible participating construction and construction engineering costs. These funds are capped at $2,274,000.00.
All other costs including the remaining participating construction and construction engineering costs, design, testing, and non-participating items of work will be funded from the approved Street Millage Capital Budget, for an estimated amount of $427,000.00 or 16% of the total project cost.
Based on the Engineer's Estimate, the total anticipated project expenditures are $2,701,000.00. These are identified in the table below.

Note: The above construction costs are based on the estimated opinion of probable costs for the project and do not include any contingency.
MDOT will award the contract and the City will act as the project engineer.

Whereas, The Federal Highway Administration will allocate American Recovery and Reinvestment Act Funds in the amount of $2,274,000.00 for the improvements to Plymouth Road between Nixon Road and US-23 and to Green Road between Plymouth Road and Baxter Road.; and
Whereas, Funding for the City's share of the project is included in our FY 2010 approved Street Reconstruction Millage Capital Budget;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the City of Ann Arbor - Michigan Department of Transportation Agreement No. 10-5159 for improvements to Plymouth Road between Nixon Road and US-23 and to Green Road between Plymouth Road and Baxter Road, following approval as to substance by the City Administrator, and approval as to form by the City Attorney;
RESOLVED, That Council authorizes the City Administrator to take necessary administrative actions to implement this resolution.
