Resolution to Approve a Professional Services Agreement with Fishbeck for Engineering Design Services for the Pontiac Trail Roundabouts Project ($898,179.00) (RFP No. 24-12)

Attached for your review and consideration is a resolution to approve a Professional Services Agreement (PSA) with Fishbeck for $898,179.00 for the engineering design of the Pontiac Trail Roundabouts.
This project will ultimately construct two roundabouts along Pontiac Trail at the intersections of Dhu Varren and Moore/Longshore. This project originated out of the Lowertown Transportation Study, which was completed in 2022. The construction of roundabouts at these two locations was highly recommended by this study. They will simultaneously increase the efficiency of traffic operations and increase pedestrian and bicycle safety, as roundabouts are considered to be a proven safety countermeasure.
Design work for the two locations will occur simultaneously through this contract. The full scope of work, with applicable Capital Improvements Plan (CIP) numbers in parentheses, for the two locations is as follows:
Roundabout installations (TR-SC-24-03, TR-SC-24-04)
• Construct a roundabout at Pontiac Trail and Dhu Varren
• Construct a roundabout at Pontiac Trail/ Moore/ Longshore
• One-way to two-way conversion on Moore Street
• Traffic Signal reconfiguration to accommodate two-way traffic on Moore at Broadway
• Resurface Longshore from Pontiac Trail to Wright Street
Watermain (UT-WS-24-21)
• Extend watermain to the limits of construction along Dhu Varren west of Pontiac Trail.
• Replace watermain under railroad tracks on: Pontiac Trail, Longshore and Wright
• Replace watermain along Longshore; Pontiac Trail to Wright
• Replace watermain along Wright; Longshore to just south of railroad tracks
Sanitary Sewer (UT-SN-24-20)
• Extend sewer to the limits of the construction along Dhu Varren west of Pontiac Trail
Stormwater Improvements (UT-ST-25-01)
• Include storm water quantity and quality controls at both roundabouts, in accordance with the City’s Public Street Stormwater Management Guidelines
• Provide a storm outlet for the roundabout at Dhu Varren
Sidewalk Gap Filling
• Connect the sidewalk along the west side of Pontiac Trail from Montana Way to Dhu Varren, approximately 1,050 feet
On February 21, 2024, a request for proposal (RFP No. 24-12) was issued for engineering services, the scope of which included assistance with a Congestion Mitigation and Air Quality (CMAQ) funding application, performing traffic counts, engineering design, permitting, and preparation of bid documents to be bid through MDOT’s Local Agency Program. Proposals were received from five (5) consultants on March 21, 2024. A staff selection committee reviewed the proposals and determined the firms most qualified for the work according to several criteria:
• Professional Qualifications (20%)
• Past Involvement with Similar Projects (20%)
• Work Plan (40%)
• Fee Proposal (20%)
Staff ranked the responding firms in the following order:
1. Fishbeck
2. Orchard, Hiltz & McCliment, Inc. (OHM)
3. Wade Trim Associates, Inc.
4. DLZ Michigan, Inc.
5. Aecom Great Lakes, Inc.
The committee selected Fishbeck based on their professional qualifications, past involvement with similar projects, proposed work plan, and fee quotations. Fishbeck complies with the requirements of the City’s Non-Discrimination and Living Wage Ordinance.
In addition to the engineering design services for the Pontiac Trail Roundabouts, there are numerous other key components for which the consultant will also be responsible, including public engagement and coordination with railroads and other stakeholders.
Project Schedule: Design work for this project is expected to extend through 2027. Construction is expected to take place over two years, with the Dhu Varren location constructed in 2027 and the Moore/Longshore location constructed in 2028, based on CMAQ funding availability.
Budget/Fiscal Impact: Funding for this work will come from multiple sources, including the Street, Bridge, and Sidewalk Millage; Water Supply Fund; Sewage Disposal Fund, Stormwater Fund, the Sidewalk Construction Millage, and possible development contributions. Staff will also apply for funding from Congestion Mitigation and Air Quality grants.

Whereas, The Lowertown Study, completed in 2022, recommended the installation of roundabouts on Pontiac Trail at the intersections with Dhu Varren and Moore/Longshore due to their positive effect on traffic flow and safety for all users;
Whereas, It is necessary to retain the services of a professional engineering firm to perform the design engineering tasks and public engagement associated with the project;
Whereas, In response to RFP No. 24-12, the City received five (5) proposals and selected Fishbeck based on their professional qualifications, past involvement with similar projects, proposed work plan, and fee quotations;
Whereas, Fishbeck complies with the requirements of the City’s Non-Discrimination and Living Wage Ordinance;
Whereas, Funding for the Pontiac Trail Roundabouts Improvements Projects is available in the appropriate Public Services area Capital Budgets; and
Whereas, the City will apply for Congestion Mitigation and Air Quality grant to help offset the cost of the projects, and is also anticipating contributions from nearby developments;
RESOLVED, That the City Council approve a Professional Services Agreement with Fishbeck in the amount of $898,179.00 for design of the Pontiac Trail Roundabouts Projects (RFP 24-12);
RESOLVED, That the City Administrator be authorized to approve amendments to Fishbeck professional services agreement up to $80,000.00 in order to satisfactorily complete the project;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to form by the City Attorney and approval as to substance by the City Administrator; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
