Attached please find a resolution that will retroactively approve a construction contract with the Anlaan Corporation for the partial demolition of the E. Stadium Boulevard Bridge over S. State Street.
 
On October 19, 2009 we came before you with a resolution that authorized the City Administrator to enter into a contract to demolish damaged portions of the E. Stadium Boulevard Bridge in the not-to-exceed amount of $100,000.  Attached, please find a copy of Council approved resolution number R-09-0985.  On October 23, 2009 the City's Procurement Office received bids from three contractors for this work.  The Anlaan Corporation of Spring Lake Michigan was the lowest responsible bidder with a bid of $64,363.08.  Attached, please find a tabulation of the bids received.  Subsequently, a contract was entered into with the Anlaan Corporation for the proposed work.
 
On November 15th and 16th 2009, PMSU supervised the demolition of five beams along the south side of the E. Stadium Boulevard Bridge over S. State Street.  The beams were removed because their condition deteriorated to the point that our Consultant (NCI) and PMSU staff were no longer convinced that they could safely remain in place through the upcoming winter.  As part of the work, we also provided a support structure for City-owned fiber optic communication cables and the needed "permanent" traffic control devices to safely maintain traffic over the bridge until such time as it can be completely demolished and replaced.
 
Currently, we inspect the bridges monthly and believe they are safe to be operated as maintained today.
 
In order to perform the work, S. State Street had to be closed to traffic from Packard Road to Stimpson.  Traffic was detoured along Stimpson, S. Industrial Highway, E. Stadium Blvd., and Packard Roads.  All work went well and S. State Street was re-opened to traffic at about 5:15 p.m. on November 16th.  The final cost of the demolition  work with Anlaan was about $65,976.08.  The total cost of all work associated with the partial demolition was about 81,000; this figure includes project management, engineering, and inspection costs.
 
We come before you now to retroactively approve the construction contract with the Anlaan Corporation and to fulfill the requirements of City Code, Title I, Chapter 14, Section 1:317(2).  The Anlaan Corporation received Human Rights approval on November 3, 2009.  All personnel associated with this project received a "living" wage.  The contract was approved as to form by the City Attorney and as to content by the Public Services Area Administrator.

Whereas, Due to the condition of the E. Stadium Boulevard Bridge over S. State Street it was necessary to remove portions of the bridge structure to help ensure the safety of the travelling public;
 
Whereas, Public Services Area staff requested that this work be performed on an expedited schedule in order to ensure that the work was completed prior to the on-set of freezing weather;
 
Whereas, Public Services Area staff proposed an expedited method of contract bidding and award to complete the work in a timely manner;
 
Whereas, That the Anlaan Corporation received Human Rights and Living Wage Approval before commencing construction operations, said approval being granted on November 3, 2009; and
 
Whereas, The Project Management Services Unit staff managed and inspected the work and promised to report to Council upon completion of said work all costs therefor and retroactively request approval of the construction contract.
 
RESOLVED, That the Project Management Services Unit now comes before the Council to retroactively approve the construction contract with the Anlaan Corporation in substantial conformance with the requirements of City Code, Title I, Chapter 14, Section 1:317(2).
 
RESOLVED, That Council approve the construction contract for the partial demolition of the E. Stadium Boulevard Bridge over S. State Street with the Anlaan Corporation of Spring Lake Michigan in the amount of $65,976.08;
 
RESOLVED, That the funding for the work came from the E. Stadium Boulevard Bridges Replacement Project's budget; and
 
RESOLVED, That the contract was properly executed by Mayor and City Clerk after said contract was approved as to form by the City Attorney and approved as to substance by the Public Services Area Administrator and the City Administrator.
