Memorandum
Attached for your review and action is a resolution to approve a one-year contract with the option for two one-year renewal contract periods, for up to $100,000.00 each year with the environmental site assessment firms, Mannik and Smith Group and Barr Engineering, determined to be qualified to provide Phase I, Phase II, Baseline Environmental Assessments, and Section 7a Compliance Analyses services in connection with the acquisition of development rights, conservation easements and fee title purchases for Greenbelt and parkland purchases.  Funding for this contract is in the Open Space and Parkland Preservation Millage bond proceeds.
 
Requests for Proposals were requested from environmental site assessment firms who have familiarity with the Ann Arbor area, experience with other open space or parkland programs similar to the City's Open Space and Parkland Preservation Program and have experience in conducting Phase I, Phase II, and Baseline Environmental Assessments.  Proposals were reviewed, three firms interviewed and the Mannik and Smith Group and Barr Engineering were selected to provide Phase I reports, and additional environmental assessments as needed, in connection with the City of Ann Arbor Open Space and Parkland Preservation Program.  The Mannik and Smith Group has provided environmental site assessment services to the Washtenaw County Parks and Recreation Commission for over 6 years.  In addition, Mannik and Smith Group has experience working in the Ann Arbor area, and has been on contract with the Open Space and Parkland Preservation Program for the past year.  Barr Engineering has conducted Phase I reports for the City of Ann Arbor for previous parkland purchases and has experience working in the Ann Arbor area.
 
Mannik and Smith Group received Living Wage approval effective May 15, 2008 and Contract Compliance approval effective April 28, 2008.
 
Barr Engineering received Living Wage approval and Contract Compliance approval as of May 15, 2008.

Body
Whereas, The City of Ann Arbor released an Environmental Site Assessment Services Request for Proposals #700 to identify qualified environmental site assessment firms who have experience in the Ann Arbor area, and in conducting environmental assessments on farmland and open space for potential purchase via conservation easements or fee simple parkland purchases;
 
Whereas, The Mannik and Smith Group and Barr Engineering submitted a proposal and are qualified to conduct environmental site assessments in connection with Greenbelt and parkland acquisitions;
 
Whereas, It is recommended that the Mannik and Smith Group and Barr Engineering each be awarded a contract not to exceed $100,000.00 for services for one year with specific services in connection with applicant property to be assigned by work statement as required during the contract period with the option for two one-year renewal periods of the contracts;
 
Whereas, There is sufficient funding in the Open Space and Parkland Preservation Millage bond proceeds to cover the cost of these services;
 
Whereas, The Mannik and Smith Group received Living Wage approval effective may 15, 2008 and Contract Compliance approvals, effective April 28, 2008; and
 
Whereas, Barr Engineering received Living Wage and Contract Compliance approvals, effective May 15, 2008;
 
RESOLVED, That City Council approve a one-year contract for Environmental Site Assessment services with the Mannik and Smith Group and Barr Engineering, not to exceed $100,000.00 with the option to renew the contract for up to two, one-year periods under the same terms and conditions for an amount not to exceed $100,000.00 for each of the optional renewal periods with funding to be available for the life of the contract, inclusive of renewals, without regard to fiscal year;
 
RESOLVED, That the Mayor and City Clerk are authorized and directed to execute said contract after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
 
RESOLVED, That the City Administrator is authorized to take the necessary administrative actions to implement this resolution, including the approval of environmental site assessment work statements for individual properties after approval as to form of the work statement by the City Attorney.
