Memorandum

The City of Ann Arbor applied to a new federal discretionary grant program known as Safe Streets and Roads for All in late 2022 (<https://www.transportation.gov/grants/SS4A>). The City’s grant was chosen to receive a partial award in the amount of $3,800,000.00 which requires a local match of $950,000.00. The “supplemental action plan” grant award will fund speed management, quick builds, and near-miss evaluation to advance the City’s Vision Zero transportation safety initiatives. Upon execution of the agreement, the City will have four years to implement the programs funded with the grant. 

 

Budget/Fiscal Impact: The City will be reimbursed by FHWA for $3,800,000 of expenditures related to this award. The local match of $950,000.00 (20%) will be paid for with Climate Millage dollars. Funding for the FY24 portion of the local match is available in the FY24 approved budget, funding for future years will be include in proposed future budgets and be available if so, approved by Council.

Whereas, The City of Ann Arbor is committed to transportation safety and Vision Zero;

 

Whereas, The City applied to the Safe Streets and Roads for All federal discretionary grant to advance transportation safety initiatives as identified in the “Moving Together Towards Vision” Transportation Master Plan;

 

Whereas, The City’s application was chosen for a partial award in the amount of $3,800,000 which requires a local match of $95,000, funding for the match will be contributed via the Climate Action Millage Fund; and

 

Whereas, The award was identified to fund speed management, quick build projects, and near miss analytics;

 

RESOLVED, That City Council accept and appropriate a grant award in the amount of $3,800,000.00 from the Federal Highway Administration to the Major Grants Fund (00MG); thereby, increasing both the revenue and expenditure budgets;

 

RESOLVED, That City Council appropriate the City’s matching funds of $95,000.00 from the FY24 Climate Action Millage Budget to the Major Grants Fund (00MG); thereby, increasing both the revenue and expenditure budgets;

 

RESOLVED, That City Council approve the related Grant Agreement for transportation safety initiatives;

 

RESOLVED, That City Council authorize the Mayor, City Clerk, and City Administrator to execute all documents necessary to complete the Grant requirements, including but not limited to the Grant Agreement, after approval as to form by the City Attorney;

 

RESOLVED, That all amounts herein are without regard to fiscal year, and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
