Resolution Establishing the Line of Succession to the Emergency Management Director for the City of Ann Arbor Office of Emergency Management
Memorandum
Attached is a resolution requesting a change in the line of succession to the position of Emergency Management Director.  Section 1:328 of the Ann Arbor City Code requires that the Mayor and Council shall appoint a minimum of one successor to the position of Emergency Management Director and that the line of succession shall be as established by Resolution.
 
In the absence or incapacity of the Emergency Management Director, the individuals in the order stated shall assume the responsibilities of the Emergency Management Director in accordance with all applicable federal, state and local laws and regulations.
 
The current line of succession is being expanded to include individuals who have earned Professional Emergency Manager certification from the State of Michigan since the original line of succession was established by City Council.

Whereas, The Office of Emergency Management was established to coordinate planning, mitigation, response, and recovery activities for all local emergency and disaster situations and coordinate local emergency activity support in county, state or federal emergency or disaster situations;
 
Whereas, The Emergency Management Director is required to prepare periodic recommendations concerning the staffing needs of the Office which shall be presented to the Mayor and city Administrator for joint approval;
 
Whereas,  Section 1:328 of the Ann Arbor City code requires that the Mayor and Council shall appoint a minimum of one successor to the position of Emergency Management Director and that line of succession shall be as established by Resolution; and
 
Whereas,  The Emergency Management Director has recommended and the Mayor approves the appointment of the following line of succession to Lt. Myron Blackwell, Emergency Management Director:
 
Matthew Naud, Assistant Emergency Manager
Lt. Joseph Campbell, PEM/AAPD, Assistant Emergency Manager
Lucy Teets, PEM, Assistant Emergency Manager
Lt. Matthew Schroeder, PEM/AAFD, Assistant Emergency Manager
Firefighter Andrew Box, PEM/AAFD, Assistant Emergency Manager
 
In the absence or incapacity of the Emergency Management Director, the above individuals in the order stated shall assume the responsibilities of the Emergency Management Director in accordance with all applicable federal, state and local laws and regulations;
 
RESOLVED,  That City Council approve the line of succession as recommended by the Mayor and City Administrator; and
 
RESOLVED,  A copy of this appointing Resolution shall be listed in the City of Ann Arbor's Emergency Response Plan as required by Section 1:328 of the Ann Arbor City Code.
